Julie Guy, P.E., C.F.M., President – Received her B.S. in Civil Engineering from the University of Vermont and has worked in the consulting field since 1976. Ms. Guy is a registered professional engineer in the State of Oklahoma. Her work background includes hydraulics and hydrology, water and sewer line design, and transportation engineering. Recent projects have included county road, bridges and highway projects. Ms. Guy assists the client counties in their planning work by preparing a 5-year plan for capital expenditures in the transportation area. Ms. Guy has a good working relationship with the City of Tulsa engineering staff, as well as with ODOT and the Local Government Branch which enables projects to keep moving towards completion.
John Blickensderfer, P.E., L.S.I. – Received his B.S. in Civil Engineering from Oklahoma State University in 1988. He has over 24 years experience in the Tulsa engineering community starting as a draftsman and working his way up to a Project Manager. His experience includes engineering and project management of multi-disciplined projects up to $15 million. He has experience in floodplain analysis, stormwater management, utility systems design and construction, streets and roadways, dam safety, damage assessment, land surveying, construction inspection and management, and contract management. Previously served as the Base Civil Engineer with the Oklahoma Air National Guard and as the Land Survey Engineer for Phillips Petroleum Company.
Rob Haskins, P.E. – Received his B.S. and M.S. in Civil Engineering from Oklahoma State University and has worked in the consulting engineering field for more than 20 years. His background includes traffic and transportation engineering, site design, water and wastewater systems, utility design, and storm drainage design as well as the management and coordination of multi-faceted projects. Project experience at Guy Engineering Services includes project manager responsibilities for the design of 3.3 miles of 4-lane divided in Rogers County on State Highway 88 – a GARVEE Corridor project.
Russell Dixon, P.E. - Received his B.S. in Civil Engineering from Oklahoma State University in 1978. He spent 16 years in the public sector and has been in the engineering consulting field since 1996. His background includes design and management at various levels for both public and private projects including water distribution systems, wastewater collection systems, stormwater drainage systems, site design, traffic engineering and a heavy concentration of arterial street design and rehabilitation of arterial and non-arterial streets.
Aaron Peck, P.E. – Received his B.S. in Civil Engineering from Oklahoma State University in 2004. His project experience at Guy Engineering Services includes design of storm sewers and roadway rehabilitation, hydraulic modeling, site design, hydraulic analysis, quantity calculations and cost estimates, roadway design, drainage analysis, waterline design and mapping, right-of-way coordination and design. Mr. Peck has worked on more than 30 county bridge projects and was a key designer on 5 county or city roadway projects. He has successfully completed the NHI Course for Safety Inspection of In-Service Bridges. Mr. Peck has been instrumental in automating design efforts in order to improve efficiency, reduce errors and lower fees for the customer.
Chris Cauthon, R.L.S. – Mr. Cauthon’s 23 years of survey experience includes boundary, topographic and construction surveys for commercial and utility construction, subdivision development and construction, ALTA surveys, GPS, RTK and static surveys, and developing strategies, performing calculations, and coordinating work with engineers, contractors, and supervising agencies.

Dustin McNally, R.L.S. – Mr. McNally’s 10 years of experience includes boundary, topographic, ALTA/ACSM, right-of-way staking, easement staking, centerline staking, and construction staking using GPS and Robotic Total Station tools; research, bid and management of projects; calculating civil improvements from engineering plans and specifications; and civil drafting of ALTA/ACSM, subdivision plat, boundary, and topographic surveys.
Rebecca Ward, P.E. – Received her B.S. in Civil Engineering in 2005 and M.S. in Biosystems Engineering in 2007 both from Oklahoma State University. Ms. Ward is a registered professional engineer in the State of Oklahoma. Her project experience includes roadway rehabilitation and reconstruction, storm sewer modeling and design, traffic control design, plan quantities, and construction cost estimates.
Marvin Valencia, P.E. – Civil Engineer – Received his B.S. in Civil Engineering From Mapua Institute of Technology (Philippines) in 2001. He is a licensed Civil Engineer in the Philippines. His 6 years’ experience in the Tulsa engineering community includes waterline, sanitary, storm sewer and roadway rehabilitation design, quantity calculation and cost estimates, hydraulic analysis, surface modeling and right-of-way coordination and design. Mr. Valencia has worked on several maintenance projects for various cities and roadway improvement projects for various counties.
Jimmy McIntosh, E.I. – Received his Bachelors from Oklahoma State University at Okmulgee Tech. Mr. McIntosh’s project experience includes site design, hydraulic analysis, quantity calculations and cost estimates, state bridge design, county bridge and roadway design, drainage analysis, waterline design and mapping, right-of-way coordination and design. Mr. McIntosh has developed drawing and design standards greatly reducing errors, discrepancies, and improving coordination of design. Mr. McIntosh has worked on numerous bridge projects to include replacement and rehabilitation.
Pete Ellis, E.I. – Graduated from Oklahoma State University in December 2009 with a B.S. in Civil Engineering. Prior to completing his degree, he worked as a civil engineering technician for five years, building experience in drafting, surveying and civil design. He has worked on many civil projects including storm sewer design, drainage analysis, roadway and bridge design, pavement design and simple structural steel design. Mr. Ellis has also completed additional coursework in hydraulic analysis and bridge modeling, and has assisted in the development of in-house hydraulic design. His duties at Guy Engineering include county bridge design, hydraulic analysis and bridge modeling, estimating quantities and construction costs, and plan development.
Casey Campbell, E.I., LSI – Received his Bachelors from Oklahoma State University at Okmulgee Tech in 2008. Mr. Campbell’s experience at Guy Engineering Services, Inc. includes:
• Usage of Trimble GPS and Robotic Total Stations
• Route and aerial obstruction surveys
• Floodplain mitigation utility location
• Assist with water/wastewater improvement design
• Calculation of quantities for construction estimates
Jason Dickeson, E.I. – Received his B.S. in Architectural Engineering from the Oklahoma State University School of Architecture in 2010. He has spent the past 15 years working as a drafter & civil engineering technician doing commercial site design & subdivision design. Mr. Dickeson’s design experience includes Roadways, Storm Sewer, Waterline, Sanitary sewer, Detention Pond design and Modeling, and 3d modeling. Notable project – Tulsa Ballroom, TTC Broken Arrow Campus, Owasso Medical Center Campus.
